NewFinance Contract for KANPUR METRO RAIL PROJECT is to be signed between Government of India and European Investment Bank very soon. The cost of the project is Rs 11076.48 crore.
 
New The construction of priority section of Kanpur Metro Rail Project started in benign presence of Hon'ble Chief Minister on 15.11.2019 and is presently being executed with full swing.
 
New Inaugurtion of Agra Metro Rail Project has been done on 07 December 2020 by our Prime Minister. Total cost of the project is Rs 8379.62 crore. Loan of Rs 4178.59 crore ( 57.26 percent of the total cost of the project ) is proposed to be taken as a generous loan from European Investment Bank. The sovereign guarantee has been provided by the Government of India for this loan.
 
Department of Externally Aided Projects
 

Being a developing country, India has many requirements. While on one hand, India has to convert its huge population into human resources, on the other hand it is also necessary to build basic facilities and infrastructure for this huge population. Being a developing country, India has limitations in its financial resources. Although Indian economy in recent years is becoming self-reliant to a large extent, yet the need for external resources to meet requirements remains.

These basic requirements and infrastructure contribute significantly to the development of a country. In view of this, due to limited financial and technical resources of the country, foreign loans & grants are sometimes required for the projects.

To fulfill this objective, the need was felt to set up a department in Uttar Pradesh which could act as a Nodal Department of the State Government for monitoring and coordinating such projects, which would include project financing international institutions like World Bank, Asian Development Bank, Japan International Cooperation Agency(JICA), European Investment Bank and other bilateral & multilateral financing institutions. To fulfill these goals, the Externally Aided Project Department was created.

The Externally Aided Projects Department in the State Government works as the nodal department for externally aided projects. It is responsible for training of personnel for preparing projects and for monitoring the progress of projects.

The department has a provision of funds for formulation of new projects by various departments of the Government. The project as prepared by the concerned department is put up for approval of a nodal committee chaired by Principal Secretary, Planning Department, Government of U.P.

After approval of the Nodal Committee, the project is forwarded for concurrence of the concerned administrative department/ministry of Government of India.

The Department of Economic Affairs examines the project proposal in respect of its importance, role in economic development, growth as well as the desirability for being funded by an external agency before forwarding it the external funding agency.

Thereafter, the project undergoes the stages of pre-approval, approval and negotiations on favourable conclusion of all these stages, signing of agreement takes place between the lending agency and the State Government.

In the current economic scenario, ensuring availability of sufficient and continuous funds for various developmental activities in the state is the topmost priority of the State Government. The state government has embarked upon an ambitious reform program in key sectors such as Governance, Energy, Civil Service, Finance, Tax, Health and Public Enterprises.

Planning for the foreign aid flow is essentially an annual exercise. Although the broad framework of resource gap and financing pattern of the public sector investment is available from the medium term plan prepared every fifth year by the State Planning Commission, annual flows depend on a number of inter-linked factors like past commitments, projects in pipeline, pace of implementation of Externally Aided Projects, balance of payments, annual indicators for fresh commitments by donors etc .

Newकानपुर मेट्रो रेल परियोजना के लिए वित्त अनुबंध पर भारत सरकार और यूरोपीय निवेश बैंक के बीच बहुत जल्द हस्ताक्षर होने हैं। परियोजना की लागत 11076.48 करोड़ रुपये है।
 
Newकानपुर मेट्रो रेल परियोजना के प्राथमिकता खंड का निर्माण 15.11.2019 को माननीय मुख्यमंत्री की उपस्थिति में शुरू हुआ और वर्तमान में पूरे जोर-शोर से क्रियान्वित किया जा रहा है।
 
Newआगरा मेट्रो रेल परियोजना का उद्घाटन 07 दिसंबर 2020 को हमारे प्रधान मंत्री द्वारा किया गया है। परियोजना की कुल लागत 8379.62 करोड़ रुपये है। 4178.59 करोड़ रुपये का ऋण (परियोजना की कुल लागत का 57.26 प्रतिशत) यूरोपीय निवेश बैंक से एक उदार ऋण के रूप में लिया जाना प्रस्तावित है। इस ऋण के लिए भारत सरकार द्वारा संप्रभु गारंटी प्रदान की गई है।
